Dallas approves $23.5M grant for Southern Dallas mixed-use project led by Terrence Maiden

Plans for a major mixed-use development in Southern Dallas have moved forward with the approval of a $23.5 million economic development grant from the City of Dallas. The project, called the Rivulet, is being developed by Russell Glen Company, led by Terrence Maiden. The proposed $47 million development will be located on a 90-acre site at University Hills Boulevard and Camp Wisdom Road, near the University of North Texas at Dallas.

The Rivulet aims to address long-standing gaps in attainable housing and essential services in South Oak Cliff. The plan includes 300 single-family homes, 240 apartments, and 20 acres designated for future retail space. Potential tenants include a grocery store and a public library, which city officials hope will attract further private investment to the area.

According to the terms of the deal, Russell Glen must finalize a formal grant agreement by the end of next year, begin site work by late 2028, and invest at least $30 million by 2029. The city’s funding is set aside for infrastructure improvements such as roadway upgrades, utilities, and site preparation—areas that have historically limited development in this part of Dallas. Construction is expected to start next year with Republic Property Group serving as construction manager.

Russell Glen acquired the property in 2022 from Pettis Norman, a former Dallas Cowboys tight end known for his business activities and civic engagement in Southern Dallas. Terrence Maiden said: “The team approached the design methodically to reflect Norman’s vision and deliver high-quality residences that remain attainable,” adding that Rivulet is positioned as a catalyst for the city’s Education Corridor surrounding UNT Dallas.

The first phase of development will focus on preparing 70 acres for housing and creating early trail connections to existing city networks. The second phase will concentrate on commercial elements with an emphasis on securing a grocery tenant—a challenge common in neighborhoods lacking full-service supermarkets.

Founded in 2019, Russell Glen has completed or has underway about $450 million worth of projects. This includes its partnership in redeveloping Shops at RedBird into a mixed-use center.
