Governor Abbott appoints members to Texas State Board Of Pharmacy

Governor Greg Abbott has announced the appointment of Stacy Hightower and the reappointment of Donald “Donnie” Lewis, Donna Montemayor, and Richard “Rick” Tisch to the Texas State Board of Pharmacy. Their terms will run through August 31, 2031. The board is responsible for ensuring quality pharmaceutical care for Texans and regulating pharmacy practices with an emphasis on ethics, accountability, efficiency, effectiveness, and transparency.

Stacy Hightower from Aubrey is a certified pharmacy technician at Las Colinas Pharmacy, Compounding, and Wellness in Irving. She serves on the Alliance for Pharmacy Compounding Board of Directors and holds memberships in both the Pharmacy Technician Certification Board and the National Pharmacy Technician Association. Hightower also volunteers with Irving Cares and Habitat for Humanity. She attended Angelo State University.

Donald “Donnie” Lewis from Athens owns Lewis Pharmacy Consultants and has over four decades of experience in hospital and community pharmacy settings. He previously owned two pharmacies and currently operates a wedding and event venue as well as working as a licensed real estate agent. Lewis served as an Athens City Council member and Mayor Pro-Tem. He sits on The University of Texas Health East Texas Board of Managers in Athens. His volunteer work includes participation in the Pendulum Project Culinary Program and coordinating pharmacy services during medical mission trips to Africa, Peru, and Ecuador. He earned his Bachelor of Science in Pharmacy from the University of Houston College of Pharmacy.

Donna Montemayor from San Antonio is vice president overseeing pharmacy professional services, marketing, technology, and new business at HEB. She is involved with several professional organizations including the Texas Pharmacy Association, Bexar County Pharmacy Association, Texas Pharmacy Foundation Board, American Pharmacists Association, National Association of Boards of Pharmacy, where she serves as vice president on the Texas State Board of Pharmacy. Montemayor also contributes to academic programs at UT College of Pharmacy as a council member, association secretary, faculty practitioner, chairing Providence Catholic School Board, and serving as a residency preceptor for UT/HEB Community Residency program. She graduated with honors with a Bachelor’s degree in pharmacy from UT Austin.

Richard “Rick” Tisch from Spring works as regional vice president at HSA Bank. He is affiliated with the Southwest Business Association and previously coached Special Olympics athletes. Tisch was also appointed by previous governors to serve on the Texas Council for Developmental Disabilities. He holds a Bachelor’s degree in business administration focused on management and marketing from UT Austin.

“The board fosters the provision of quality pharmaceutical care to the citizens of Texas and regulates the practice of pharmacy in accordance with the highest standards of ethics, accountability, efficiency, effectiveness, and openness,” according to Governor Abbott’s office.
