Governor Greg Abbott has named Cliff Todd as president of the Sabine River Authority Board of Directors. In addition, Abbott reappointed Richard “Blair” Abney, Joshua A. “Josh” McAdams, and Kevin M. Williams to the board for terms that will be determined according to state law. The Sabine River Authority is responsible for managing and distributing the waters of the Sabine River and its tributaries.
Cliff Todd, from Long Branch, manages his farm and ranch operations in Panola County and serves as Executive Vice President for Topcat Companies in Longview. He is a member of the Society of Petroleum Engineers and sits on the board of UT Health Carthage. Todd also serves as a commissioner with the Panola County Emergency Services District and has previously been involved with Rotary Clubs in Austin and Carthage. He is a deacon at Central Baptist Church of Carthage and teaches adult Sunday school classes. Todd holds a Bachelor of Science in Agriculture from Stephen F. Austin State University.
Richard “Blair” Abney, based in Marshall, owns Abney Valuation Group, PLLC, where he works as an appraiser. He is affiliated with the Appraisal Institute and its National Government Relations Committee. Abney also serves on investment committees for CASA Tri-County Board, is a board member for the Pelz Family Foundation, and volunteers at First Methodist Church – Marshall. He earned his Bachelor of Business Administration in Accounting from Baylor University.
Joshua A. “Josh” McAdams from Center owns Midstream Transportation and is vice president at McAdams Propane Company. He currently serves as president-elect for the Texas Propane Gas Association and is a member of the National Propane Gas Association. McAdams leads Shelby County Children’s Advocacy Center as president and participates in Shelby County Cookers as well as Houston Livestock Show and Rodeo’s Area Go Texan Committee. He graduated with a Bachelor of Business Administration in management from Texas A&M University.
Kevin M. Williams resides in Orange where he owns Cypress Bayou Industrial. Williams sits on First Financial Bank’s board, belongs to Rotary District and Associated Builders & Contractors organizations, attends Faith United Methodist Church, and is part of Krewe De Bon Amis group. He received his Bachelor of Science degree in economics from Texas A&M University.
