Governor Greg Abbott has reappointed five members to the Texas Industrialized Building Code Council, with their terms set to expire on February 1, 2027. The council is responsible for overseeing the state’s program that regulates industrialized housing and buildings.
The appointees are Devin Duvak of Burleson, Otis Jones, Jr. of Houston, Binoy Kurien of Pearland, Scott McDonald of Willow Park, and Stephen Shang of Austin.
Devin Duvak serves as vice president of manufacturing at Indicom Buildings/Sunbelt Modular Inc. He is involved with several industry organizations including the International Code Council, National Fire Protection Association, and the Modular Building Institute (MBI) Government Affairs Committee. He has also served as president of MBI in the past. Duvak holds a Bachelor of Science in Engineering Technology from West Texas A&M University.
Otis Jones, Jr., regional manager at LJB Inc., is based in Houston. He is a former chapter president and member of the National Society of Black Engineers and participates in both the American Society of Civil Engineers and Structural Engineering Association of Texas. Jones earned his Bachelor’s degree in Civil Engineering from Texas A&M University and holds professional engineering licenses across multiple states.
Binoy Kurien works as code compliance manager at Powell Electrical Systems in Houston and sits on the board at Hebron Church. With over three decades working in power distribution, Kurien studied electrical engineering at the University of Houston.
Scott McDonald directs development services for Denton city government. His affiliations include membership in both the Texas Chapter of American Planning Association and Building Officials Association of Texas; he previously served on the board for the National Institute of Building Sciences. McDonald received his undergraduate degree in business administration and a master’s degree in public administration from Wayland Baptist University. He is also a U.S. Army veteran.
Stephen Shang leads Falcon Structures as chief executive officer out of Austin. His professional memberships include MBI, National Portable Storage Association, Young Presidents’ Organization, and The University of Texas College of Engineering Advisory Council. Shang graduated with a Bachelor’s degree in Electrical Engineering from UT Austin and completed an entrepreneurial master’s program at Massachusetts Institute of Technology.
