HS Development begins work on Seabrook Town Centre after long financing delay

Construction has begun on Seabrook Town Centre, a 19.5-acre mixed-use development in Seabrook, Texas, after delays caused by difficult financing conditions. The project, led by HS Development Group, will include 320 apartments and about 28,500 square feet of retail, restaurant, and office space.

The development is located along Galveston Bay at the intersections of Repsdorph Road, Highway 146, and Lakeside Drive. The Houston-based developer first announced plans for the $85 million project in mid-2022 after purchasing the site from Pacific Ridge. Progress stalled as rising interest rates made construction lending and equity hard to secure.

Steve Helm, chief operating officer of HS Development Group, said that banks started returning to the market in the second half of last year. Dallas-based NHK Real Estate Investments joined as an equity partner and First Horizon Bank provided construction financing.

During the delay, HS focused on pre-leasing commercial space and securing tenants. Confirmed businesses include Pomodoro’s Cucina Italiana, Neighborhood Tap, and Tropical Smoothie Café. Additional food, fitness, and service tenants are being negotiated.

The retail portion will be anchored by two buildings totaling around 20,000 square feet set around a landscaped courtyard with a stage and water feature. These buildings are about 55 percent pre-leased. Other planned structures include a 7,500-square-foot building off Highway 146, a 5,000-square-foot building along Lakeside Drive, and four pad sites facing the highway.

The residential component is called The Edge at Seabrook Town Centre. It will be a four-story apartment complex featuring two courtyards, pools, pickleball courts, gyms, and community spaces. Units will range from one to three bedrooms with sizes between approximately 700 and 1,440 square feet; rents are expected to be between $1,500 and $3,100 per month.

Helm stated that apartments should begin vertical construction within eight to nine months with retail following later this year. Initial apartments and commercial spaces are expected to be completed in less than two years; full buildout is targeted for the second quarter of 2028.

Multifamily developments are uncommon in Seabrook and nearby areas—a factor HS believes gives their project an advantage. City approval required combining residential units with commercial uses to create what Helm described as a “game changer” for the local market.

Helm also noted that recent improvements to Highway 146 have encouraged new investment along the corridor after years of disruption due to roadwork.
