Minto Communities USA has received zoning approval from the Waxahachie City Council to develop a large master-planned community on 3,170 acres west of Waxahachie, Texas. The Florida-based developer can build up to 13,270 residential units under the new zoning, which includes 11,880 single-family homes and 1,390 multifamily and mixed-use units. This is double the number of single-family homes previously allowed on the site.
The development will be the largest residential and mixed-use project in the area. According to city council estimates based on household occupancy, it could bring up to 33,902 new residents—about 65 percent of Waxahachie’s current population.
The land involved is mostly agricultural but also contains a location for Presbyterian Children’s Homes and Services and several single-family houses. Walton Global, an Arizona-based land asset manager, currently owns most of the property. Minto has an agreement in place with Walton Global to purchase it.
According to Minto’s press release, “The community will include townhomes as well as apartments.” In addition, “Minto plans to include 400 acres of open space and parks,” and “the community will also include a middle school and multiple elementary schools.”
Recent dense development proposals have caused disputes among local landowners. For example, Lillian Custom Homes faced a lawsuit over deed restrictions related to another nearby project in Oak Creek Ranch. The Supreme Court of Texas ultimately ruled in favor of that developer last summer.
Texas continues to be a strong market for master-planned communities. In 2025, it hosted 20 out of the top 50 best-selling communities nationwide according to RCLCO (https://www.rclco.com/advisory/top-selling-master-planned-communities-mid-year-2025/).
Other developers are also active in Waxahachie. Starwood recently acquired Myrtle Creek from Hines—a master-planned community covering 1,260 acres with plans for about 2,500 homes (https://www.starwoodcapital.com/news/starwood-acquires-myrtle-creek/).
