Oxbow Development Group has received final approval to begin construction on a new mixed-use project in San Antonio, expanding beyond its well-known Pearl district redevelopment. The city’s Historic and Design Review Commission approved the “Southtown Aldea” project on October 14. The development will be located across East César E. Chávez Boulevard from Hemisfair, at Lavaca and Matagorda streets.
The 4.7-acre site will see the demolition of several small buildings to make way for the new complex. Plans include 275 apartments, 40,000 square feet of retail and restaurant space, and a parking garage. The six-story buildings will be organized around tree-lined courtyards and pedestrian paths, aiming to reflect the walkable character of the neighborhood.
Oxbow’s project also involves relocating the historic Muench-Pollock House, a home built in the 1890s that was later owned by the San Antonio Independent School District. The house will be deconstructed and moved to the corner of Matagorda and Lavaca streets, pending further approval.
Construction is expected to finish between 2027 and 2028.
This development comes as San Antonio officials are working on broader plans for the area, including a proposed sports and entertainment district anchored by a new Spurs arena at the former Institute of Texan Cultures. The district could also feature an expanded convention center, a renovated Alamodome, an additional convention center hotel, and a pedestrian land bridge connecting the dome to downtown.
Nearby, Zachry Hospitality is close to completing the Monarch San Antonio hotel, a 17-story, 200-room property set to open in March 2026. Other private projects in the Hemisfair area have experienced delays, such as a mixed-use development now managed by GrayStreet Partners, which plans to deliver retail and parking by 2027 and apartments by 2030.
