Redevelopment prospects emerge for two key sites near downtown Austin’s I-35 corridor

Two significant redevelopment sites on the eastern edge of downtown Austin are drawing attention as potential projects could alter the area near Interstate 35. The first site is where the Frank Erwin Center once stood at 1701 Red River Street. After its demolition last year, this 19-acre property was initially expected to become the UT Medical Center, a collaboration between the University of Texas at Austin and MD Anderson Cancer Center, according to the Austin Business Journal.

However, that plan is now uncertain. The University of Texas System’s board of regents is considering an alternative location for the medical center near The Domain in North Austin. Board chairman Kevin Eltife stated in November that they are seeking “a district for the future,” increasing speculation about what might happen with the downtown site.

Without a confirmed hospital project, sources suggest that various uses could be considered for the Erwin Center land. These include academic and research facilities or civic and cultural developments. Its size and location make it a key opportunity for redevelopment in central Austin, although infrastructure challenges remain.

South of this parcel, another major property is also under consideration for redevelopment. This month, Austin City Council approved rezoning for the former Teacher Retirement System of Texas headquarters at 1000 Red River Street. The new zoning allows office, residential, commercial, and life sciences uses across its four acres by removing previous regulatory barriers.

Austin Real Estate Acquisitions LLC purchased this property in 2022 for $108 million. The company shares an address with Alexandria Real Estate Equities, a real estate investment trust focused on life sciences development based in Pasadena. While specific plans have not been announced, local business groups were informed that possible uses may support medical or life sciences initiatives alongside Dell Medical School and Innovation Tower.

Both sites are located near several major projects: I-35 expansion plans; proposed changes to the Austin Convention Center; Waterloo Greenway development; and UT’s planned multipurpose arena north of the former Erwin Center.

Market conditions will influence these developments. Office vacancy rates in Austin exceeded 26 percent during the third quarter while substantial space remains available citywide. Even UT’s recently completed Innovation Tower has struggled to attract tenants due to limited nearby amenities.
