Pedro “Pete” Alvarez leads efforts to improve transportation in South Texas as the head of the Texas Department of Transportation’s (TxDOT) Pharr District. His work involves planning and overseeing road projects throughout the Rio Grande Valley, with a focus on safety and connectivity for area residents.

“We’re here to save lives. We’re here to ensure that everybody gets to their destination,” Alvarez said.

Alvarez is committed to both his team and his community, emphasizing leadership and vision in delivering infrastructure. Born in McAllen, he returned home after studying engineering to apply his skills locally as district engineer.

“This profession allows me to not only solve problems, but affect the region as a whole,” he said.

A key project under his direction was building a highway in Mission, Texas, which he says transformed that part of the valley and shaped his understanding of an engineer’s impact.

“Once we were complete, we saw a transformation of that part of the valley. And then for me, it was like, ‘Wow I played a part in this,’” Alvarez said.

He notes that these infrastructure improvements help create economic opportunities and enhance quality of life for residents. With population growth expected to double by 2040 in South Texas, Alvarez stresses the need for strategic long-term planning.

“It’s imperative that we understand that we’re building for the future. We already have needs and there’s congestion. Yes, we’re trying to address those, but we also have a long-range plan to ensure that we will be able to handle what’s coming to us,” Alvarez said.

In related developments across transportation sectors nationwide, recent federal initiatives include $19.6 million in grants awarded by the U.S. Department of Transportation’s Maritime Administration through its Small Shipyard Grant Program. These funds are intended for modernizing facilities and expanding employment at small shipyards across 19 states while supporting competition globally (https://www.maritime.dot.gov/newsroom/maritime-administration-awards-nearly-20-million-funding-strengthen-us-shipyard-economic).

Additionally, guidance from the Federal Highway Administration provides $7.3 billion in formula funding aimed at helping states prepare for extreme weather events such as flooding or wildfires under President Biden’s Bipartisan Infrastructure Law (https://www.transportation.gov/briefing-room/biden-administration-announces-new-protect-formula-program-73-billion-bipartisan).

Other national efforts include collaborative data-sharing initiatives between public agencies and supply chain companies through USDOT’s Freight Logistics Optimization Works (FLOW), which aims to improve movement of goods and reduce costs for consumers (https://www.transportation.gov/briefing-room/dot-supply-chain-companies-collaborate-speed-movement-goods-cut-costs-consumers). The department has also promoted inclusive design competitions marking milestones like the Americans with Disabilities Act anniversary, awarding prizes for mobility solutions benefiting people with disabilities (https://www.transportation.gov/briefing-room/anniversary-ada-usdot-announces-winners-its-first-ever-inclusive-design-challenge).
