Governor Greg Abbott has announced a new 10-year transportation plan for Texas, with a projected investment of more than $146 billion. The plan, developed by the Texas Department of Transportation (TxDOT), aims to address the needs created by the state’s increasing population and economic growth through investments in local roads and major congestion relief projects.
“This more than $146 billion investment in our roadways will help Texas meet the critical needs of our growing state as more people and businesses move here for the freedom and opportunity they can’t find anywhere else,” said Governor Abbott. “We must strengthen our roadways and improve congestion and safety to keep our economy booming and keep Texans moving. By investing billions of dollars in our transportation network today, we will build the future of Texas for generations to come.”
Acting Texas Transportation Chair Alvin New highlighted the benefits of this funding: “It’s no question why so many businesses and families want to move to Texas, and this monumental investment will help us take care of everyone here while attracting more to come in the future. I want to thank Governor Abbott and the Texas Legislature for this investment that will provide lasting benefits for all Texans, focusing on saving lives and providing congestion relief.”

The Texas Transportation Commission is expected to adopt the 2026 Unified Transportation Program (UTP) on Thursday. The UTP includes $101.6 billion over ten years for projects focused on improving safety, connecting communities, and supporting economic development. This marks three consecutive years where planned investments have exceeded $100 billion. An additional nearly $45 billion is allocated for project development and routine maintenance.
Many initiatives within the 2026 UTP target segments identified among Texas’ most congested roadways. Funding for Texas Clear Lanes congestion-relief projects will rise by nearly $2 billion—part of an overall $84 billion invested since 2015 in completed, ongoing, or planned non-tolled projects. There is also close to $17 billion earmarked specifically for safety improvements along with an extra $669 million dedicated to rural corridors and key routes serving economic hubs.

The UTP serves as an annually updated guide that directs project development aimed at enhancing roadway safety, reducing congestion, improving connectivity between communities, preserving infrastructure quality statewide, as well as supporting other modes such as public transit systems, maritime transport facilities, aviation infrastructure, rail networks—including freight—and pedestrian/bicycle pathways.
