Texas Commission on Environmental Quality opens applications for alternative fueling facility grants

The Texas Commission on Environmental Quality (TCEQ) has announced the opening of applications for the Alternative Fueling Facilities Program (AFFP), part of the Texas Emissions Reduction Plan. The program will provide $12 million in grants to support the construction and reconstruction of alternative fueling facilities within 88 counties designated as the Clean Transportation Zone.

According to TCEQ, grant amounts vary depending on the type of project. Applicants can receive up to $400,000 for Compressed Natural Gas (CNG) or Liquified Natural Gas (LNG) projects, and up to $600,000 for combined CNG and LNG projects. Projects involving fuels other than natural gas are eligible for up to $600,000 or 50% of eligible project costs, whichever is less.

The program is open to individuals, state and local governments, corporations, and other legal entities. All business applicants must be registered with the Texas Secretary of State by the time the program opens. Applicants must also be the entity that will purchase and own any equipment funded through these grants during the contract period.

Eligible projects include both new construction and reconstruction of existing sites. Reconstruction refers specifically to expanding a site to offer a new type of alternative fuel not previously available at that location. The fueling or charging infrastructure must be fixed at a single geographic location within one of the 88 qualifying counties.

Alternative fuel types supported by this program include CNG, LNG, hydrogen, biodiesel and its blends, propane, electricity, and methanol containing at least 85% by volume. Publicly accessible facilities will be prioritized over private ones when awarding funds.
