Texas Department of Insurance fraud unit secures $50.9 million in restitution for victims

The Texas Department of Insurance (TDI) Fraud Unit played a role in securing $50.9 million in court-ordered restitution for victims of insurance fraud during fiscal year 2025. TDI reported that more than 20 investigators across the state examined 314 cases, reviewing financial records and interviewing both suspects and victims. After completing their investigations, they handed over cases to TDI attorneys for prosecution.

Courts often imposed penalties on those found guilty, including prison sentences, fines, and orders to repay stolen funds to victims. One notable case involved former Houston insurance agent Mark Davis Lunsford, who received a prison sentence, a $10,000 fine, and was ordered to pay restitution after selling fake insurance policies and stealing over $318,000 from clients.

“Restitution is just one way to repair the financial harm of insurance fraud,“ said Chris Davis, who leads TDI’s Fraud Unit.
