Developers in Texas are transforming historic buildings into affordable housing for low-income families, senior citizens, and individuals who have experienced homelessness. The Texas Department of Housing and Community Affairs (TDHCA) has played a significant financial role in these projects, participating in groundbreaking ceremonies and openings throughout 2024 and 2025.
One notable project is the Lofts at the Grim in Texarkana. Originally opened as Hotel Grim in 1925, the building now offers 93 studio, one-, and two-bedroom apartments. Some units retain original architectural features such as scroll plasterwork and floor-to-ceiling windows. TDHCA supported this renovation through its 4% Housing Tax Credit Program, providing $1 million in tax credits to aid the redevelopment.
Another project is Roosevelt Lofts in San Angelo. This development provides 25 affordable units for residents aged 55 and older. The property occupies a building constructed in 1929 that was originally known as the Rainbow Hotel. It is located two blocks from San Angelo City Hall and received support as a recipient of the 2023 9% Housing Tax Credit.
In Brownsville, Buena Vida represents another major redevelopment effort. According to local reporting by the Brownsville Herald, Buena Vida was initially built as one of the country’s first public housing projects after passage of the Housing Act of 1937, with completion in 1940. The current redevelopment will add 212 units serving families, elderly residents, and those who have experienced domestic abuse. Groundbreaking took place on October 22, 2025; a formal grand opening is expected in 2027.
