The Texas Real Estate Commission (TREC) convened on November 3, 2025, to introduce a new commissioner, announce committee appointments, provide updates on the upcoming launch of the Real Estate and Appraiser License Management Portal (REALM Portal), and approve several rule changes that will impact license holders.
Scott Olguin was welcomed as the newest member of the Commission. Commission Chair Mark Woodroof stated, “He comes to us with a world of experience that I think is going to be a great benefit to us. Scott, welcome. Thank you for being here.”
New appointments were made to two key committees. The Education Standards Advisory Committee (ESAC) saw both new and returning members begin two-year terms starting January 1, 2026. Departing members include Rita Blevins, Mandy Nichols, and Kassie Scott. Chair Woodroof acknowledged their service: “Thank you all very much. I think it’s hard for a lot of folks to recognize how much work you put into really helping us get better—and that’s our goal around here. Serving on a committee is a way you can get involved with TREC and make a difference.”
The Texas Real Estate Inspector Committee also appointed new inspector and public members for terms beginning in January 2026. Chair Lee Warren stepped down after 13 years of service. Reflecting on his tenure, Warren said, “I have been honored to have served on the committee for quite some time, and I am proud of all that we have accomplished. I’m grateful to have had the opportunity to serve, and I look forward to being involved in the future.”
TREC announced that it will launch the REALM Portal in partnership with the Texas Appraiser Licensing and Certification Board (TALCB) on December 10, 2025. This digital platform aims to streamline processes for license holders, education providers, and consumers by replacing paper-based systems with online tools such as electronic application submissions, complaint filing and tracking capabilities, real-time license management features, and online payment options.
Jennifer Wheeler, TREC Director of Education and Examination noted benefits for education providers: “It’s a major upgrade for education providers while also reducing the amount of data entry required by the education team—allowing them to focus on reviewing course content and delivery.”
During the transition period from December 2 at 5 p.m. CT through December 9, online licensing services will be unavailable as data is transferred into the new system. Staff will not be able to access either system or make changes during this time; license renewals due in November should be completed promptly.
Once launched, license holders will receive an email invitation to activate their REALM Portal account. Those interested can subscribe to the REALM Portal Report newsletter for ongoing updates about features.
The Commission adopted several rule changes effective January 1, 2026:
– Updates related to Senate Bill 1968 revise Information About Brokerage Services (IABS) notice language—including introducing non-representation status requirements—and remove subagency references from forms.
– Temporary Lease Forms were amended per Senate Bill 2349 so flood notices are no longer required for temporary leases; these forms become mandatory use starting January 5.
– Broker education requirements now require increased minimum broker experience points from 360 to 720; real estate-related bachelor’s degree credit is capped at 300 hours; additional credit is allowed above minimum experience points; property management calculations are adjusted.
– Additional rules require brokers’ affiliation information submission prior to licensure; completion of Broker Responsibility Course by all brokers regardless of sponsorship status; notification procedures regarding complaints against associated brokers; certain exemptions for public high schools; provision of business contact information by license holders.
A proposed amendment clarifying procedures under TREC Rule 533.11 regarding temporary suspension when public welfare may be threatened is open for comment until its earliest possible adoption at TREC’s February meeting.
