UT System names chancellor Zerwas’ executive leadership team

John M. Zerwas, MD, has been officially named Chancellor of The University of Texas System following a decision by the Board of Regents on August 20. Zerwas previously served as Executive Vice Chancellor for Health Affairs since 2019 and was appointed Interim Chancellor on June 1, 2025.

“I’m honored by the extraordinary opportunity granted to me by Chairman Eltife and the entire Board of Regents, and I’m grateful to work with my senior team and all the UT institution presidents as we support the important missions and growth of the campuses,” said Zerwas. “In naming my executive leadership team, I didn’t need to look beyond our own professionals here at the UT System. They are among the most experienced, high performing, ethical and strategic advisors anywhere in higher education.”

The newly announced executive leadership team includes Archie Holmes, PhD, who will continue his role as Executive Vice Chancellor for Academic Affairs. Holmes will oversee academic operations across all UT institutions.

Jonathan Pruitt is now serving as Executive Vice Chancellor and Chief Operating Officer after previously holding the position of Executive Vice Chancellor of Business Affairs. Pruitt’s responsibilities include managing finance, budgeting, benefits, technology services, real estate, and human resources.

Julia Rathgeber, JD, will serve as Deputy Chancellor and Senior Policy Advisor. She will provide policy guidance to both the Chancellor and regents while leading governmental relations at state and federal levels.

Randa Safady, PhD, continues as Vice Chancellor for External Affairs, Communications, and Advancement Services. In this capacity she leads communications efforts including media relations and philanthropy initiatives.

Dan Sharphorn, JD remains Vice Chancellor and General Counsel providing legal advice on various matters such as intellectual property rights and compliance issues across UT institutions.

Stacey Napier, JD continues her role as General Counsel to the Board of Regents. She will act as liaison between the board and executive leadership team on governance matters.

Last month Melissa Villarreal García, JD was promoted to Senior Associate Vice Chancellor and Chief of Staff to the Chancellor. García previously served as Associate Vice Chancellor for Health Affairs; in her new role she will advise on operational strategy for advancing UT System’s mission.

Chancellor Zerwas plans to retain oversight over Health Affairs while David Lakey, MD takes a greater role in leading operational activities within that office.

Governor Greg Abbott has appointed Dr. Gonzalo J. Perez-Garcia to serve on the Correctional Managed Health Care Committee until February 2029. Perez-Garcia brings experience in psychiatry and behavioral health leadership roles in Dallas. The appointment reflects ongoing efforts by state leadership to guide correctional health policy.
