Water deal enables large rental housing project in fast-growing Liberty Hill

A water sharing agreement among three towns in Williamson County has enabled the development of a 58-acre rental housing community in Liberty Hill, a suburb north of Austin. The project, called Mansions at Liberty Hill, received approval from the Liberty Hill City Council after an August agreement between Liberty Hill and neighboring Round Rock and Georgetown allowed for water access to support the new development.

The developer is listed as 4400 CR 277 Investments LLC, which is affiliated with Marcus Hiles’ Grand Prairie-based N3 Luxury Living. Plans for the site include 420 duplexes, each featuring a private driveway.

The existing water-sharing arrangement between Round Rock and Georgetown began in 2020, with three million gallons transferred daily from Round Rock to Georgetown. Under the new terms, Liberty Hill will receive an additional 250,000 gallons per day through Georgetown at two delivery points within the city. This agreement will continue until the end of 2030.

Liberty Hill has experienced significant growth in recent years. According to estimates from the U.S. Census Bureau, its population has increased by about 15 percent since 2020 and now approaches 12,000 residents.

Round Rock’s primary water sources are Lake Georgetown and the Edwards Aquifer. Williamson County Judge Steven Snell noted that reliable water access remains a major factor for attracting business and development in the area. “Everyone I’ve talked to, every city, every economic development partner, every major corporation, water is a concern. It’s not just how we get the water for them, it’s where it is coming from, and the people who have it are scared it’s going to run out if they sell it all,” Snell said.
